Most organisations measure whether people are becoming more capable. Far fewer ask whether the organisational system responsible for developing capability is improving. This article explores capability through the lens of business systems thinking, arguing that mature capability systems continually learn from operational evidence, test their assumptions, and improve their ability to develop people over time.
