Many L&D teams adopt OKRs without really changing how success is defined. The format improves. The thinking often doesn’t. The result feels more structured, but the link to performance is still thin.

This post builds on that. It focuses on how to implement OKRs in a way that actually drives measurable outcomes.

The Misuse of OKRs in L&D: Why Structure Isn’t Enough

OKRs are showing up more often in L&D conversations. They are usually introduced as a way to tighten alignment with the business and bring more discipline to measurement. On paper, that holds up.

In practice, it’s less consistent.

A lot of implementations end up looking familiar. Individual development goals get relabelled as OKRs. Learning activity is presented as an outcome. Participation, completion, engagement all get reframed, but not really questioned.

In other words, the structure changes, but the underlying thinking stays largely the same. The language improves, but the intent does not.

You get the appearance of progress without much actually changing. Reports look cleaner. The underlying problem stays the same. It’s still difficult to say whether capability has improved or whether business results have moved.

From the outside, this can look like maturity. Internally, it often feels like more reporting with the same unanswered questions.

Take a typical leadership programme as an example:

It might be framed as an OKR, with key results tied to attendance or feedback scores. It looks credible. It ticks the right boxes. But it tells you very little about whether managers are leading more effectively or whether teams are performing differently.

That’s the misunderstanding. OKRs are not personal development plans. They are not a new label for learning activity. They are team-level tools intended to shift performance in a measurable way.

So the starting point has to change.

The Core Principle: Start with Outcomes, Not Activity

If there is one rule to keep in mind, it’s this. OKRs should be written around outcomes, not activity.

That means starting with a business result, or a capability shift that enables that result. Not course completion. Not attendance. Not learner engagement on its own. Those are signals. They are not the outcome the business is trying to achieve.

This is where things often go off track.

An OKR might read: Improve leadership training participation. It’s easy to measure. Easy to report. But it doesn’t tell you whether leadership capability has improved or whether anything has changed in how teams operate.

A stronger version starts elsewhere.

Improve frontline manager effectiveness in handling performance conversations.

Now the conversation shifts. The focus moves from how many people attended to whether managers are having better conversations and whether that shows up in team performance over time.

That shift matters because it changes what gets measured and, just as importantly, what gets prioritised.

It also changes how success is interpreted. The conversation moves away from activity completion and toward whether behaviour and performance are actually shifting over time.

Learning sits in a different place here. It’s the intervention. It’s how the organisation tries to improve performance. It isn’t the outcome.

OKRs, as a result, sit at a team or business level. They describe a shared goal and how progress will be measured.

Once that’s clear, the next step is figuring out how to write them in a way that holds up in practice.

Start with performance, not learning.

Once the principle is clear, the next step is making it usable.

A simple structure helps. The SCOPE model is one way to design OKRs that stay anchored in performance while still being practical for L&D teams. It draws on familiar ideas from goal-setting, performance management, and learning evaluation, but translates them into a clear, usable flow for L&D.

Let’s walk through it.

S — Select the business problem

Start with the gap in performance, not the learning solution. What isn’t working as expected? Where is the organisation losing time, revenue, quality, or customer trust?

This could be sales productivity, operational efficiency, compliance risk, or customer experience. The important part is that the problem is real and visible to the business.

C — Craft the Objective

The Objective should describe the outcome in clear, business-facing language. Keep learning terminology out of it.

For example:

Reduce onboarding time to productivity for new sales hires.

This gives direction without locking you into a specific solution.

O — Outline 2–4 Key Results

Key Results show how progress will be measured. A strong set usually combines leading indicators, like learning activity or behaviour, with lagging indicators that reflect business outcomes.

For example:

Reduce time-to-first-sale from 90 to 60 days Achieve 80% completion of simulations within 30 days Increase manager coaching coverage to 90%

Each result needs to be measurable and time-bound. If it isn’t, it becomes difficult to track progress with any confidence.

P — Plug in ownership, data, and cadence

OKRs need clear ownership, and that should include a business stakeholder, not only L&D.

You also need to know where the data will come from. LMS, HRIS, operational systems. Then set a review rhythm. Weekly check-ins keep things moving. Quarterly cycles allow for proper evaluation and adjustment.

E — Evaluate, learn, expand

At the end of the cycle, step back and review what actually changed. What worked? Where did progress stall?

Over time, successful OKRs can settle into ongoing KPIs. Others will need to be refined or replaced.

The framework itself is straightforward. The difference comes from how consistently it is applied and how closely it stays tied to performance.

In practice, that consistency is what separates OKRs that drive change from those that become another reporting layer.

Good OKRs are structured, owned, and measured consistently.

What Good Looks Like: OKR Examples That Drive Performance

When OKRs are anchored in performance, they start to look different quite quickly.

The structure doesn’t change much. The emphasis does. Learning becomes part of the system rather than the outcome being measured.

A few examples make this clearer.

Sales enablement

Objective: Reduce new-hire ramp time

Key Results:

  • Reduce time-to-first-sale from 90 to 60 days
  • Achieve 80% completion of product simulations within 30 days
  • Increase manager coaching frequency to weekly for 90% of new hires

In this case, the OKR is not about delivering onboarding training. It is about how quickly new hires become productive. Learning interventions such as simulations and coaching are built into the Key Results, but they exist to support a measurable business outcome.

Leadership development

Objective: Improve frontline manager effectiveness

Key Results:

  • Increase team engagement scores by 10%
  • Improve 360-degree feedback ratings on performance conversations
  • Reduce voluntary attrition in key teams by 5%

Here, the OKR moves beyond programme participation or feedback. The focus is on whether managers are behaving differently and whether that change is showing up in team performance and retention.

Compliance and risk

Objective: Reduce compliance incidents in critical processes

Key Results:

  • Reduce incident rate by 20%
  • Improve audit pass rate to 95%
  • Achieve 100% completion of mandatory training within required timeframes

This example highlights an important nuance. Completion still matters, but it is not the objective. It is one of several indicators supporting a broader goal of reducing risk and improving compliance outcomes.

Across all three examples, a consistent pattern emerges.

The Objective always reflects a business or capability outcome. The Key Results combine behavioural signals and business metrics. Learning is present, but it is positioned as a lever rather than the end goal.

That distinction is what gives OKRs their value in L&D.

Even with clear examples, there are common traps that can quickly pull this approach back toward activity-based thinking.

Strong OKRs always connect learning to measurable performance change.

Why OKRs Fail in L&D: Common Mistakes to Avoid

Even with a clear framework, OKRs often fall short in practice. Not because the model is complicated, but because existing habits carry through.

The most common issue is writing OKRs around learning activity.

Objectives focus on participation, completion, or engagement. Key Results track attendance or feedback. The format changes. The substance doesn’t. You end up measuring the same activity in a slightly different way.

Another pattern is treating OKRs as individual development plans. They get assigned to learners instead of being owned at a team or business level. That shifts the focus back to personal progress and weakens alignment with actual performance outcomes.

There is also a tendency to create too many OKRs. When everything is important, nothing is. Focus spreads too thin, and it becomes difficult to see what is really driving change. The value of OKRs comes from choosing a small number of meaningful priorities.

Weak or unclear Key Results are another problem. If progress can’t be measured properly, it quickly becomes subjective. That reduces credibility and makes it harder to demonstrate impact.

Then there are two gaps that often follow.

No clear business ownership, and no consistent review cadence. Without both, OKRs stay inside L&D and lose their connection to real performance.

The underlying issue is fairly simple. It is less about misunderstanding the framework and more about defaulting back to familiar ways of working.

Most OKR failures are behavioural, not structural. The framework is straightforward. Applying it with discipline is where things become difficult.

So where do you start?

OKRs tend to fail when they mirror existing habits instead of changing them.

Getting Started: A Practical First Step That Works

The simplest way to get OKRs right is to keep the starting point small.

Start with one business problem. Pick something that matters. Slow onboarding. Inconsistent manager capability. Declining customer satisfaction. It needs to be visible, measurable, and important enough that the business cares about the outcome.

From there, define a single OKR.

Keep it tight. One clear Objective, supported by a small set of Key Results. It is tempting to track everything. Resist that. A few strong metrics are far more useful than a long list of weak ones.

Run it as a short pilot, usually over a 90-day cycle.

Check progress regularly with business stakeholders. Weekly check-ins help maintain momentum and surface issues early. At the end of the cycle, review what actually changed and what needs to be adjusted.

This does not require complex systems. In fact, over-engineering this stage often slows progress rather than improving it.

In many cases, spreadsheets or simple reporting tools are enough to get started. Clarity and consistency matter more than technical sophistication.

This is particularly relevant in many South African organisations, where digital maturity varies but the need for measurable impact is constant.

Start small. Build credibility. Then expand. This is where OKRs begin to prove their value.

From Framework to Practice: Making OKRs Work in L&D

OKRs are widely discussed in L&D, but the way they are applied often limits their impact.

The difference is not the framework. It comes down to where you start and what you choose to measure.

When OKRs focus on learning activity, they stay close to existing habits. Reporting improves, but performance does not. When they are anchored in business or capability outcomes, the conversation shifts. Learning becomes a means to an end, and that end is measurable performance improvement.

That’s where OKRs start to deliver real value. Not as a reporting mechanism, but as a way to focus effort and make progress visible.

They create focus, align L&D with business priorities, and make it possible to see whether capability development is changing outcomes over time.

The shift itself is not dramatic, but it is meaningful. The moment OKRs are written about learning instead of performance, they lose their value.

OKRs work in L&D when they are used to change performance, not just describe learning.
